The question isnt whether AI works. Were way past that debate. The question is: why does it work spectacularly well for a small minority of organizations while leaving the vast majority spinning their wheels?

The Invisible Barrier Between AI Pilots and AI Impact

Lets start with a reality check about where most enterprises stand today.

Youve probably invested in generative AI platforms. Youve run pilots in multiple departments. Youve seen impressive demos where the AI performs exactly as promised. Your teams are using AI tools regularly—in fact, recent research shows that 90% of employees report using AI tools for work tasks on a regular basis.2

The tools theyre gravitating toward share something in common: theyre flexible, they adapt quickly, and they fit into existing workflows without requiring massive process overhauls that take months to deploy.

Meanwhile, your enterprise AI initiatives are stuck in a different pattern—one that assumes people will naturally change how they work once you introduce new technology.

That assumption is killing your ROI.

Why Major Frameworks Get Implementation Right But Adoption Wrong

Most enterprise AI frameworks—whether from Microsoft, AWS, Google, or the big consulting firms—are technically sound. They provide robust governance structures, clear roadmaps, executive-level business cases, and phased methodologies that check all the boxes.

These frameworks excel at answering the what” and how” of AI:

  • What use cases should we prioritize based on ROI and feasibility?
  • How do we build secure, scalable infrastructure?
  • What governance models do we need for responsible AI?
  • How do we create executive-ready roadmaps?

But they consistently miss the who”—the actual humans who will need to change their daily behaviors for AI to deliver measurable, meaningful value.

According to McKinsey, AI high performers redesign work around AI rather than expecting AI to magically fit into existing workflows.

Consider the typical enterprise AI pilot trajectory: A cross-functional team identifies a high-value use case. The technology team builds or procures a solution. IT ensures it meets security requirements. Leadership approves the budget. A demo goes beautifully. Then comes the rollout.

And thats where things get quiet.

Adoption rates hover in the teens. Usage drops after the first month. The few people who do use it complain that it doesnt understand their specific needs, cant remember context from previous interactions, or requires too many steps to fit into their actual workflow. It’s adding complexity and time, not removing them. The pilot technically works”—it just doesnt get used, and expectations between stakeholders are often misaligned.

According to McKinseys latest research, this isnt an edge case. Its the norm. Organizations are taking an average of nine months to move from pilot to scaled deployment, and even then, most arent seeing enterprise-wide EBIT impact.4

The mid-market companies that are succeeding? Theyre doing it in 90 days, not because they have better technology, but because theyre approaching the problem differently.5

What AI High Performers Do Differently: The Behavior-First Approach

When you examine the 6% of organizations extracting significant value from AI—what McKinsey calls AI high performers”—a clear pattern emerges. These arent necessarily the companies with the biggest AI budgets or the most sophisticated models. Theyre the ones who redesigned work around AI rather than expecting AI to magically fit into existing workflows.

Heres what differentiates them:

1. They Map Existing Behaviors Before Designing AI Solutions

High performers dont start with technology capabilities and work backward. They start by deeply understanding how work actually gets done—and the interdependencies between functions—not how the process map says it gets done, but the real, messy, inconsistent ways people accomplish tasks today.

They ask questions like:

  • When do people make decisions, and what information do they typically have (or lack) at that moment?
  • What workarounds have people created because the official” process doesnt work?
  • Where do people get stuck waiting for information from other departments?
  • Which tasks do people find most draining, and why?

Only after mapping these behaviors do they design AI interventions. The result? AI that fits into the workflow so naturally that adoption happens organically, not through mandates and training campaigns.

2. They Define Role-Specific Behavior Changes Upfront

Most AI initiatives treat change management” as a parallel workstream—something to address after the strategy is set. High performers embed behavioral change within the envisioning process itself.

For each role that will interact with the AI:

  • What specific behaviors need to change?
  • What will this person do differently on Tuesday morning?
  • What behaviors need to stop?
  • What new muscle memory needs to be built?

This isnt about general upskilling” or generic AI awareness training.” Its about defining concrete, measurable behavior changes at the individual contributor level.

When a customer service rep uses AI to draft responses, are we talking about saving 30 seconds per ticket or fundamentally changing how they approach customer interactions? The answer determines everything about implementation.

Heres where most organizations stumble: they measure AI performance (accuracy, speed, cost savings) but not human adoption patterns.

High performers instruct their pilots to answer behavioral questions:

  • Are people using the AI in the contexts we designed it for?
  • When they dont use it, what are they doing instead, and why?
  • Are there unexpected ways people are adapting the tool to their needs?
  • Which behavioral barriers are preventing adoption, and can we address them?

They treat the pilot phase not as a technology proof-of-concept but as a behavioral laboratory. If people arent changing how they work, they dont scale—they iterate.

4. They Turn End-Users Into Co-Designers

The fastest path to AI adoption isnt through top-down mandates. Its through making frontline workers feel like co-authors of the solution.

This sounds soft, but its ruthlessly practical. The people doing the work have intimate knowledge of edge cases, exceptions, and contextual nuances that no executive or consultant will ever fully grasp. When you involve them in designing how AI will augment their work, you get:

  • Solutions that account for real-world complexity
  • Built-in champions who advocate for adoption
  • Faster identification of whats working and whats not
  • Reduced resistance because people shaped the change rather than having it imposed on them

The Critical Elements Missing From Traditional Frameworks

Because these frameworks, while excellent at strategy and execution, share a common blind spot.

The Learning Gap

Heres another statistic that should reshape how you think about enterprise AI: 66% of users say the biggest barrier to AI adoption isnt accuracy or speed—its that the AI doesnt learn from their feedback.6

Think about why your employees prefer ChatGPT to your enterprise tools. Its not (just) because its easier to access. Its because it adapts. When they refine a prompt, that refinement carries over to the next interaction. When they provide feedback, the tool adjusts. It feels like a colleague getting smarter about their work, not a static application running the same script.

Most enterprise AI implementations are brittle by design. Theyre built for consistency and control, which is good for governance but terrible for adoption. They cant remember context. They cant learn from user corrections. They cant adapt to the thousand small variations in how real work actually happens.

High performers are investing in learning-capable systems—AI that evolves based on how people use it, what they correct, and what patterns emerge from actual usage. This isnt about letting AI run wild without oversight. Its about building feedback loops that make the AI genuinely useful at the individual level, not just theoretically powerful at the aggregate level.

The Workflow Integration Gap

Heres what I see repeatedly: organizations select the right use case, build the right technical solution, and then make a fatal assumption—that people will navigate to a separate AI interface when they need it.

They wont.

If using AI requires people to leave their primary workflow—whether thats a CRM, a communication platform, or an operational system—adoption will be minimal. Not because people are lazy, but because in the heat of daily work, every extra step is a decision point where someone can default back to the old way of doing things.

High performers dont deploy AI as a separate tool. They embed it directly into the places where decisions happen:

  • The AI lives inside the CRM, not in a separate dashboard
  • Suggestions appear in the moment of need, not through a batch report the next day
  • The cognitive load of using AI is lower than the cognitive load of not using it

This requires a fundamentally different approach to implementation—one that treats integration as a first-order problem, not an afterthought.

The Cross-Functional Dependency Gap

Most AI pilots are scoped to a single department or function. This makes sense from a risk management perspective—start small, prove value, then scale.

But heres what that approach misses: real work doesnt happen within departmental boundaries. Customer issues span sales, service, and operations. Product development requires coordination across engineering, marketing, and supply chain. Financial planning touches every part of the organization.

When you deploy AI in silos, you create invisible walls. The customer service AI cant access what the sales AI knows about a customers history. The operations AI doesnt benefit from insights the finance AI has about vendor performance. Each system operates in its own context, unaware of the larger whole.

High performers approach AI envisioning at the enterprise level from the start. Even if they implement in phases, they design with interdependencies in mind:

  • How will data flow between AI systems in different functions?
  • What decisions require context from multiple domains?
  • Where are the handoffs between people and processes that AI could smooth?

This doesnt mean you need to boil the ocean on day one. It means you need to envision the ocean, even if youre only testing the water in one corner.

What a Behavior-Centric AI Envisioning Process Actually Looks Like

What does it mean to put behavior at the center of your AI strategy? Let me make this concrete.

A behavior-centric envisioning process starts not with What can AI do?” but with How do people work, and where are they struggling?”

Phase 1: Behavioral Discovery

Before you talk about models, platforms, or use cases, you map current-state workflows at a granular level. Not the process documentation—the real workflows, including workarounds, exceptions, and tribal knowledge.

You identify:

  • Decision points where people need information they dont currently have
  • Repetitive tasks that drain cognitive energy
  • Handoffs where context gets lost
  • Bottlenecks where people are waiting on each other
  • Places where people have created unofficial shadow” processes because the official ones dont work

Phase 2: Behavior Translation

For each potential AI intervention, you define the specific behavior change required:

  • Current behavior: Sales reps manually update CRM notes after customer calls, often waiting until the end of the day when details are fuzzy.”
  • Desired behavior: AI captures call highlights in real-time; rep reviews and approves within 2 minutes post-call while memory is fresh.”
  • Behavioral barrier: Rep needs to trust that AI captured the right details; approval process needs to be faster than manual entry.
  • Success metric: 80% of reps approve AI-generated notes within 5 minutes of call end within 30 days.

Notice this isnt about AI accuracy or technical capability. Its about whether actual humans will actually change what they actually do on Tuesday morning.

Phase 3: Role-Level Impact Mapping

You go role by role, identifying:

  • What behaviors will change?
  • What new skills or knowledge are required?
  • What will be easier? What will be harder?
  • What concerns or resistance should we anticipate?
  • Who are the natural champions we can enlist?

This creates a realistic picture of the organizational lift required—not in abstract terms like change management,” but in concrete terms like 53 people need to learn a new approval workflow” and 12 managers need to shift from reviewing individual outputs to monitoring aggregate patterns.”

Phase 4: Iterative Design With End Users

Instead of designing in isolation and unveiling a finished solution, you bring actual users into the design process early:

  • Show them workflow mockups and get feedback
  • Build quick prototypes that they can test with real work
  • Iterate based on what works and what doesnt
  • Involve them in defining what good enough” looks like

By the time you reach pilot, users feel ownership over the solution. Theyve shaped it. They know why it works the way it does. Theyre invested in its success.

Phase 5: Behavioral Instrumentation

Your pilot isnt just testing technical performance. Its testing whether behavior change is happening:

  • Are people using the AI as intended?
  • Where are they falling back on old behaviors?
  • What unexpected adaptations are they making?
  • Which behavioral interventions (prompts, nudges, training) are working?

You measure adoption and behavior change as rigorously as you measure accuracy and performance. If behaviors arent changing, you dont declare the pilot a success and scale—you figure out why and address it.

Organizations that use a behavior-centric approach consistently achieve:

Better Utilization: Most AI implementations see utilization rates in the 15-30% range. Behavior-centric approaches routinely see 60-80% utilization because the AI actually fits how people work.

Clearer ROI: When you define behavioral success metrics upfront (not just technical performance), you know exactly what value youre capturing. You can point to time saved, decisions improved, or errors prevented in concrete, role-specific terms.

Sustainable Scale: Solutions that work in pilots often fail at scale because the pilot environment was artificial. When you design around real behaviors from the start, what works in pilot tends to work at scale—youre not crossing your fingers and hoping.

The Competitive Advantage You Could Be Missing

Heres what keeps me up at night on behalf of the organizations I work with: AI is creating a widening gap between high performers and everyone else, and that gap isnt closing—its accelerating.

The 6% of organizations capturing significant value from AI arent slowing down to let others catch up. Theyre using their early success to fund more ambitious initiatives, and they are pushing the pedal to the floor. And frankly, they should.

Theyre attracting talent who want to work somewhere AI is actually transforming work, not just creating more tools to ignore. Theyre building organizational muscle memory around iterating AI solutions based on how people work.

Meanwhile, the 82% in the middle are running faster on the same treadmill—more pilots, more tools, more investment—without fundamentally changing their approach. And each quarter that passes, the gap widens.

The good news? This isnt a technical gap you need a massive R&D budget to close. Its a methodological gap. The organizations succeeding with AI arent using secret technology. Theyre using a different approach—one that starts with how humans work and designs AI to augment that work, rather than starting with what AI can do and hoping humans will adapt.

This is where the real competitive advantage lies. Not in having better models (everyone has access to the same foundation models). Not in having more data (most organizations are drowning in data). The advantage comes from being able to translate AI capability into human behavior change at scale.

Moving From Where You Are to Where You Need to Be

What you need isnt to throw all that away and start over. What you need is to reframe how you approach the next phase.

Instead of asking What should our next AI pilot be?”, ask:

  • Where are our people struggling most with current workflows?”
  • What behaviors would we need to change to capture 10x more value from our existing AI investments?”
  • Which AI initiatives have we tried that had low adoption, and what does that tell us about how we approached behavior change?”

The shift from technology-centric to behavior-centric AI strategy isnt about abandoning technical excellence. Its about directing that excellence toward solutions people will actually use.
